What IS this thing?

This is a purple triangular contraption we've seen in trees.  It appears to be sticky, and is hollow with some little card-thingy hanging inside it.  Our theory--trapping mosquitoes and testing for West Nile virus, maybe?

Mindy,

The purple panels are sticky traps set out by DCNR to monitor for the Emerald Ash Borer. It is an invasive insect that destroys ash trees. They found it last year in Allegheny County, so they watching for it in this area now. There was an article about it in the Indiana Gazette last week. You might be able to get more info about the program on the PA DCNR website.

It's a dog catcher. Stray dogs in trees wander into it and get stuck.

It doesn't work real well.
